So AT&T says now that it will serve 5.5 million low-income households with their Project Lightspeed service (television over phone lines). This is very interesting, as it comes when there is a good deal of opposition to its push in Congress for a national franchise without provisions for net neutrality.

Pay particular attention to the second bullet item on page two of the PDF file.

What makes this even more interesting is this leaked internal PowerPoint presentation that illustrates AT&T's intentions to the contrary. They have made it clear they plan to steer clear of low-income communities (labeled in this presentation as "low-value"). SBC (now merged with AT&T) plans to serve 90% of the "high-value" customers (a.k.a. The Rich) with competetive video services while only serving 5% of the "low-value" customers (a.k.a. The Poor).
